
Julie Rogers, APR CEO
Julie Rogers, APR, is the founder and principal of Julie Rogers Consulting and an award-winning communications professional with more than 20 years of experience in public sector communications, strategic planning, and community engagement. She has led communications in four BC municipalities and now advises local governments, public sector organizations, and community-focused clients across Western Canada.
Julie is known for clear thinking, practical strategy, and a calm approach to complex issues. Her extensive experience includes crisis communications, media relations, government and Indigenous relations, public engagement, digital communications, and emergency information. She has supported work ranging from water security and official community plans to capital projects, emergency response, advocacy initiatives, and high-profile public issues.
In addition to her consulting work, Julie is a trusted trainer, workshop facilitator, and conference speaker. She is regularly invited to deliver workshops, keynote presentations, and training sessions for local governments, public sector organizations, and professional associations, with sessions focused on communications strategy, spokesperson skills, community engagement, crisis communications, social media, plain language, and emerging issues in public service.
Her work has earned national and international recognition, including Canadian Digital Campaign of the Year in 2022 and Government Communications Excellence in 2017. Julie holds a Bachelor of Arts in Psychology from Simon Fraser University and additional credentials in public relations, local government administration, community engagement, and plain language. She is accredited in public relations through CPRS, has served as President of the Northern Lights Chapter of CPRS, and teaches with the MATI Advanced Communications Program.

Carla Shore, APR, FCPRS – Senior Associate
Carla Shore is a senior communications strategist with extensive experience helping organizations navigate complex issues, strengthen their public presence, and communicate with clarity and confidence. Through C-Shore Communications, she specializes in communications audits, issues management, spokesperson training, facilitation, digital marketing strategies, and communications planning.
She has worked with a wide range of clients across British Columbia and Ontario, including school districts, universities, federal departments, provincial agencies, software companies, corporations, public relations firms, and non-profit organizations. Her sector experience includes education, technology, sustainability, finance, health, construction, insurance, youth, and seniors’ services.
Carla also brings strong expertise in public consultation and engagement, helping organizations manage important conversations with care and strategy. She served as Director of Communications for the Cohen Commission of Inquiry into the Decline of the Sockeye Salmon on the Fraser River, reflecting her ability to lead communications in high-profile, high-stakes environments.

Barb Floden, APR – Senior Advisor
Barb Floden is a senior communications professional with more than 20 years of experience in senior local government communications roles, along with earlier expertise in graphic design and corporate communications. She brings a strong understanding of how municipalities work and how to communicate clearly, strategically, and effectively in complex public sector environments.
Her experience includes communications strategy, public engagement, branding, digital communications, media and spokesperson training, social media, policy development, and government relations. She has led communications and public engagement work within local government and has been directly involved in initiatives that support transparency, community participation, and informed decision-making.
Barb’s background combines strategic communications expertise with practical, hands-on public sector experience, making her especially well suited to support local governments with clear messaging, engagement, and reputation management. She is also professionally accredited by the Canadian Public Relations Society.

Natasha Horsman, MPA – Senior Advisor
Natasha Horsman is a communications and public policy professional with experience across federal, provincial, and local government. She brings a strong understanding of public service, regulation, and engagement, with particular expertise in strategic communications, community engagement, facilitation, policy and bylaw development, and RFP writing and evaluation.
Her background includes leading consultations with Indigenous peoples across British Columbia, moderating public meetings, managing multi-office teams, and overseeing projects from start to finish. She has also served as a statutory decision-maker under provincial legislation, giving her a practical understanding of governance, accountability, and decision-making in complex public sector environments.
Natasha holds a Master of Public Administration from the University of Victoria and has completed IAP2 Foundations in Public Engagement and the Justice Institute of BC’s Information Officer course. She is especially well suited to support local and Indigenous governments with clear communications, thoughtful engagement, and practical policy support.

Nicole Rogers – Editorial Associate
Nicole Rogers is a copy editor with Julie Rogers Consulting who brings strong writing skills, careful attention to detail, and a passion for the written word to every project. She holds a degree in English literature and has communications experience in provincial government, including social media, media relations, and developing key messages for elected officials.
Nicole helps strengthen content across the agency’s work by refining language, improving clarity, and ensuring materials are polished, consistent, and easy to understand. Her thoughtful editorial support makes her a valuable member of the team.
